
Armenia is initiating a major reform of its migration system by launching a 5-year fast-track residency program (a new basis for permanent residence). The program’s main goal is to attract global capital and modernize the process of obtaining residency status for foreigners. To achieve this, systemic changes are planned for the RA Law “On Foreigners.”
At the core of these changes is a “digital-first” system and a special fast-track route for investors, allowing them to obtain permanent residency status while bypassing temporary stages. According to preliminary data, these changes will take effect on August 1, 2026, replacing old procedures with a new unified approach.
Program Advantages
- Digitization: Submission of applications and process tracking will be carried out online, reducing paperwork and bureaucracy.
- Unified System: The reform eliminates fragmented regulations, creating a clear and predictable legal framework for all applicants.
- Clarity for Entrepreneurs: Entrepreneurs retain the right to obtain temporary residence for 1 year, which leads to permanent residence after 3 years of activity.

- Immediate Permanent Residency: Unlike other countries, qualified investors receive a permanent residence card immediately, without passing through a temporary residence stage.
- No Physical Presence Requirement: Investors are not required to permanently reside in Armenia to maintain their status, making it ideal for global businesspeople.
- 5-Year Validity: The residency provided is valid for 5 years and is renewable.
Details of the New “Investment Expedited Residency” Program
This new path will replace the current 10-year “special residency” (Special Passport) program. Although exact investment amounts have not yet been published, they are expected to include investments in real estate, business, or securities.
The Government of RA plans to publish the specific investment amounts and asset types before the law enters into force. To obtain citizenship, a 3-year permanent residence requirement will still apply, though special conditions may be established in the future.
Legal Basis and Launch Timelines
- Launch Date: The new system will officially launch on August 1, 2026.
- Transition Period: Applications submitted before this date will be processed under existing rules (including the 10-year special residency).
- Existing Statuses: Holders of current special passports retain their status until the document expires, after which they will transition to the new 5-year card system.
Introduction of Work Visas
Under current regulations, visitor visas are issued to foreigners arriving in Armenia for various purposes, including work. While there is no legal ban on foreigners entering as tourists and then working, many who apply for temporary residence based on employment are rejected because their stated purpose of entry was “tourism.”
The proposed changes plan to introduce a specific Work Visa concept. Implementing a work visa will resolve this discrepancy. Additionally, it will regulate relations with foreigners arriving in Armenia for short-term labor activities.
