Types of Free Economic Zones in Armenia

Armenia hosts four distinct Free Economic Zones, each serving specific industries and economy sectors. Zones offer unique investment opportunities, catering to the diverse needs of businesses and fostering growth in various economic areas.

Let’s take a closer look at each of these zones and the specific opportunities they present.

The Alliance Free Economic Zone

Established by Government Decision No. 785-a on July 18, 2013, the Alliance Free Economic Zone was created within the territories of RAO Mars CJSC and YCRDI CJSC, with Sitronics Armenia CJSC designated as the zone’s organizer. Officially launched on August 1, 2013, the Alliance FEZ is strategically designed to foster the production and export of high-tech and innovative products.

The Alliance FEZ primarily focuses on industries such as electronics, precision engineering, pharmaceuticals, biotechnology, information technology, alternative energy, and industrial design. It also supports the telecommunications sector, particularly in the design and manufacture of technological equipment, systems, and materials for data and information transmission. Additionally, the zone facilitates the production of goods that are not currently manufactured within the Republic of Armenia, making it an ideal hub for cutting-edge and specialized industries.

The Meridian Free Economic Zone

The zeon was established by Government Decision No. 231-a on February 27, 2014, within the territory of Meridian Holding CJSC. The management and organization of the zone were entrusted to Meridian Free Economic Zone CJSC. The zone officially commenced operations on March 12, 2015.

The Meridian FEZ is primarily focused on industrial production within the jewelry and watchmaking industries. It serves as a specialized hub for businesses involved in the design, manufacturing, and export of high-quality jewelry and timepieces, offering a unique platform for companies looking to capitalize on Armenia’s rich tradition in these crafts.

The Meghri Free Economic Zone

The Meghri Free Economic Zone was established by Government Decision No. 1595-a on December 7, 2017, in the Meghri community of the Syunik region. Meghri Free Economic Zone CJSC was appointed as the organizer of this zone.

The zone is designed to facilitate industrial production and logistics, serving a wide range of sectors including agriculture, manufacturing, electricity supply, trade, transport and warehousing, vocational and technical activities, as well as culture, tourism, entertainment, and recreation. The Meghri FEZ is strategically positioned to support diverse economic activities, making it an attractive destination for businesses seeking to invest in Armenia’s southern region and take advantage of its logistical and industrial capabilities.

The ECOS Free Economic Zone

The ECOS Free Economic Zone was established by Government Decision No. 974-a on August 30, 2018, in the city of Hrazdan, located in the Kotayk region. The zone is organized and managed by ECOS CJSC, with its official launch taking place on January 21, 2019.

The FEZ is focused on production and technical applications within the high technology and information technology fields. Its primary purpose is to create an environment conducive to the growth of export-oriented companies in these sectors, attract highly qualified world-class specialists, and foster a unique system of interaction between high-tech enterprises.

The ECOS FEZ is set to operate for a term of 25 years, providing long-term stability and opportunities for companies looking to invest in Armenia’s growing high-tech industry.

Tax Benefits for Businesses in Free Economic Zones

Under the current legislation, businesses operating within Armenia’s Free Economic Zones (FEZs) are entitled to significant tax benefits. These include:

  • Value Added Tax (VAT) Exemption: Services provided to the organizer and operators of the FEZ, as well as the supply of goods to the FEZ, are exempt from VAT. This exemption reduces the overall tax burden on businesses, making operations within the FEZ more cost-effective.
  • Customs Duties Benefits: Companies operating in the FEZs also benefit from exemptions or reductions in customs duties, further enhancing the financial viability of engaging in import and export activities within these zones.

These tax incentives are designed to encourage investment and facilitate the growth of businesses within Armenia’s FEZs, making them an attractive option for both local and international investors.

How to Become an Operator of a Free Economic Zone

To become an operator (resident) of a Free Economic Zone (FEZ) in Armenia, the following entities are eligible:

  • Commercial Legal Entities: Registered in the Republic of Armenia.
  • Individual Entrepreneurs: Engaged in entrepreneurial activities within the FEZ.
  • Branches and Representative Offices of Foreign Organizations: Engaged exclusively in activities within the FEZ.

The key regulatory framework for FEZs is the Law “On Free Economic Zones,” enacted by the National Assembly in 2011. According to this law, the process to become an operator involves the following steps:

  1. Business Plan Submission: Prospective operators must submit a detailed business plan for their intended activities within the FEZ.
  2. Commission Evaluation: A designated commission evaluates the submitted business plan. Based on their assessment, the commission issues an opinion on whether the applicant meets the necessary criteria.
  3. Government Permit: If the commission’s opinion is favorable, the government will issue a decree granting the applicant a permit to operate within the FEZ.
  4. Annual Reporting: Once established as an operator, the entity is required to submit annual reports in the form of declarations. These reports must include data on attracted investments, production output, and the number of employees, comparing these metrics with those projected in the original business plan.

This process ensures that operators are properly vetted and remain accountable for their contributions to the economic objectives of the FEZ.
